CONSTITUTION
HALLS R/C FLYERS CLUB
Article I Name:
This aeromodeling club will be a non-profit organization known as the Halls R/C Flyers.
Article II Purpose:
This organization will have as its purpose the safe and enjoyable sport and hobby of building and operating
radio control models. It will promote public acceptance and good will for our sport/hobby.
Article III Membership:
1. Membership is open to any individual with an interest in radio control models.
2. Individuals wanting to join this club will show their interest by seeking one or more members as sponsor or
sponsors and will attend at least one regular meeting. Membership will be extended when two-thirds of the
members present vote favorable on the new member's application.
3. Each flying member is responsible for maintaining a current AMA Association membership, which must be
verified by the club secretary upon joining or renewing club membership.
Article IV Dues:
The dues per annum will be $20.00 for an open membership. A family membership may be obtained for an
additional $10.00 per person with a maximum of $40.00 per family. Junior membership for children under 18
will be $10.00 per year. If a member joins in December, the annum fee will cover the regular dues for the
following year. Membership will run from January 1 to December 31 of the calendar year. Membership and
AMA dues must be paid by the January 1 deadline.
Article V Officers:
1. The elected club officers shall be:
A. President
B. Vice President
C. Secretary
D. Treasurer
E. Safety Officer
F. Field Marshal
2. One individual may hold both the offices of Secretary and Treasurer at the discretion of the club membership.
3. The election of officers will be made at the regular December meeting and elected officers will be officially
installed January 1.
4. Any elected officer may be voted out of office by a two-thirds vote of the membership on a recall ballot.
Such a vote may only be taken after due notice has been given at a previous meeting.
Article VI. Duties of Elected Officers:
President. The president shall be the executive officer of the club and preside at all meetings where he is
present. The president shall act as spoke person for the club, and may appoint standing and special committees
and chairpersons as required.
Vice President. The vice president shall assist the president in all matters and shall assume the duties of the
president if, for any reason the president is absent or otherwise unable to perform his duties. The Vise President
shall be responsible for all social events of the club.
Secretary. The secretary shall keep an accurate minutes of the club's meetings. The secretary shall assume the
duties of the treasurer if he or she is unable to perform his or her duties.
Treasurer. The treasurer shall have charge of all funds received and dispersed. The treasurer shall present to
the membership a report of the club's financial status each month at the regular meeting and an annual report at
the end of each fiscal year. The records shall be kept up-to-date and orderly so that they may be examined at
any meeting by the membership. Any two elected officers may expend up to $100.00 of the club funds on an
emergency basis. Expenditures in excess of $100.00 must be approved by two-thirds vote of the membership.
Safety Officer. The safety officer shall have the responsibility of maintaining a safe flying atmosphere at the
flying field. He shall report at each meeting as to how the members are adhering to the adopted safety rules
and regulations. The safety officer has the responsibility and right to request any individual using the club's
facilities to cease such use due to violations of either the AMA Safety Code or adopted rules of the club.
Field Marshal. The field marshal shall be responsible for the parking area, the pit area and the areas designated
for guests. He will enforce club rules regarding the number and conduct of guests, and especially children, in the
flying area. He shares these duties with the safety officer. He will direct and coordinate the policing of the field
after each flying session.
Article VII. Safety.
All members and guests must strictly adhere to the AMA Safety Code, and all field regulations established by the
club.
Article VIII. Meetings.
1. Monthly meetings shall be held to conduct club business. The meetings will be set each month at the regular
meeting, for the next months meeting time and location.
2. A vote of two-thirds of the members present is required to pass any motion.
The order of business at a regular meeting shall be as follows:
A. Call to order.
B. Reading of the minutes of the previous meeting.
C. Treasurer report.
D. Introduction of guest.
E. Introduction of prospective members and voting on their membership.
F. Announcements.
G. Committee reports.
H. Old business
I. New business
J. Program.
K. Adjournment.
3. An annual meeting will be held during the month of December for the purpose of electing officers for the
up coming year.
Article IX. Rules of Conduct.
When the conduct of any member becomes detrimental to the welfare of the club, or any member, or repeated
violations of club rules, he or she may be disciplined by the club as the membership sees fit and proper.
Expulsion from the club requires a two-thirds vote of the entire membership after the member in question has had
a opportunity to defend him or herself.
Article X. Amendments.
The Constitution of the Halls R/C Flyers Club may be changed as required by the club membership at either
regular or special meetings. To amend or delete articles will require a second reading before passage of the
proposed change. The change will be proposed and voted on at one meeting, and voted on a second time at
the next regular meeting before final passage.
